well, the New Spring comic is out now. At the back are e-mails from Robert Jordan to Les Dabel. I'll link at bottom but here is the quote.

I cannot believe that the lot of you do not think that Moiraine speaks in a normal fashion. Have you not heard others speaking like this? There must be tens of them in the world, at least!

She's like a prettier Spock. BS probably doesn't like Spock!

lol. A couple days ago I tried to talk without contractions and it failed miserably. It sounded like I thought I was holier than thou. <3 Moiraine. And you know that's not why she does it. She thinks she's talking like normal people. She's so flowery sometimes too, when she's talking about the stupid Wheel weaving and the Pattern's purpose. She should've been a preacher .

Moiraine does not have the temperament to be a preacher, she would end up getting mad at all the heretics.

And yeah, I can imagine talking without contractions would be ridiculously annoying if you are not used to it. It would require actually thinking before talking, which is not my strongest point.
