I don't think defeating the Dark One will have anything to do with strength in the One Power. I mean, he has all the True Power he wants. It's... him. Having the other female be more powerful than Moiraine doesn't really serve a purpose. There might be Trollocs on their way to the fiery toilet bowl, but there's no reason they can't have other channelers with them to take care of those. So, that's my own personal logic.
Rand's logic is that he wants someone he can trust as the third. IMO, Rand is far closer to Nynaeve and Moiraine than he is to Elayne and Aviendha. Aviendha still confuses him a lot and they didn't even speak to each other last time they saw each other. Elayne he only has sex with. But more importantly, how would he pick which one of them would go along? I think that's the biggest reason it won't be either of them.
Now for the other reason that Rand needs Moiraine, or the world needs Moiraine (those are sort of interchangeable). We've got these two factions that are looking like they will not be able to come to an agreement. Egwene and Rand. The closest friend Egwene has that is friends with Rand is Moiraine. The closest friend Rand has that is friends with Egwene is Moiraine. (It sounds cheesy to call them "friends" but whatever). The only other similar person is Nynaeve, but Egwene already seems to mistrust her. I think Moiraine will help them come up with some kind of compromise. Or she can tell Egwene something she learned from the Eelfinn and Egwene will trust her because Egwene respects her.

And to the logical reader strength in the OP doesn't amount to too much but all the WoTers seem drunk on measuring themselves and others.

I think Rand would still prefer Moiraine with him, just like he did when he went to Caemlyn. He wanted Moiraine, not Egwene or Aviendha.

I do not recall that vision but perhaps you should consult our resident scholars (you know who they are!).
Or if you are feeling daring you could ask the Prophet Vertex.

Well, I do recall some kind of dream or vision where Moiraine has tears in her eyes and is perhaps holding Rand. Maybe Olivia or Deadsy can help me out here.

I don't recall any vision quite like that. Off the top of my head, the only viewings similar to that I can recall are Min's vision of Nynaeve kneeling over someone in grief, and another of Rand's three women looking over his "dead" body. (There was also a Dream from Egwene about seeing Rand's "corspe" but its face melted when she touched it, like a mask, and another about a man lying in a deathbed while women lament outside and a funeral pyre is built; both in ACoS). I don't remember any of Moiraine crying.
Besides, when would this have occurred? I don't think anyone had any directly Moiraine-related Dreams/visions after she went through the doorway, unless you count Min saying Moiriane was her only viewing to ever fail.
Unless it's from TGS or ToM, my memory of those books is hazier - ironic, since they're the most recent.

Nopers. There's no such vision. Like Olivia says you're probably thinking of the Nynaeve one.
