Listen to me! Galad is a male Damodred who almost looks like a girl. Right? Caraline is a cousin to Moiraine through the Damodred family line. Right? Moiraine looks like Caraline. Which means Moiraine looks like a Damodred. So, since out of her parents only her father was a Damodred (thank the Light) doesn't that mean she looks like him? And if looked liked Galad...do you see???

Keep in mind how big a family House Damodred is. Moiraine is a part of the upper tier, Barthanes wasn't as high since he didn't have as many stripes. Chances are there are Damodreds who only have four or less of them. In other words, Moiraine has a ton of cousins. There is also her mother's side to deal with.
Now, Caraline is most likely a second cousin. Based on the fact that she looks like Moiraine and is of the same tier. And Cadsuane called them cousins.
And, it isn't so much that Moiraine's cousins weren't considered for the throne, they just weren't considered by the Aes Sedai.
