The whole point of that comment was to make Moiraine become queen. In other words, give her two options one of which you know she would refuse outright. Unless of course she hates the idea of being queen so much she takes Rand up on his offer.

Don't know which thread it was, but in New Srping several Aes Sedai came to Moiraine when she was Accepted and insinuated that she should be queen. First one to ask directly was Tsutama Rath (Red Sitter).

 

*preens* I thought it was Tsutama and when I checked my bible...I mean, um, New Spring....I found it WAS her.
